= red-tape syndrome
The manifestations of exaggerated bureaucratic behaviour (see bureaucracy). They include resistance to change, an obsessive reliance on rules and regulations, and an individual incapability of responding to unpredictable events. The bureaupath tends to believe the policies and procedures of an organization constitute an end in themselves, rather than a means to an end.
